NOTICE OF PUBLIC HEARING ON BUDGET/ANNUAL MEETING/BOARD OF EDUCATION ELECTION/BUDGET VOTE
BE IT RESOLVED, that the Board of Education of the Central School District of the Town of Catskill, Greene County, New York, hereby authorizes and directs the Board Clerk to give notice to the qualified voters of the School District of the Annual Public Hearing on the Budget and the Annual Meeting including District Election and Vote, as follows:
NOTICE OF PUBLIC HEARING ON BUDGET/ANNUAL MEETING/BOARD OF EDUCATION ELECTION/BUDGET VOTE
NOTICE IS HEREBY GIVEN, that the Board of Education of the Catskill Central School District, Greene County, New York, will hold the Annual Public Hearing on the Budget on Wednesday, May 4, 2022, at 6:00 p.m. in the Catskill High School Library for the presentation of the 2022-2023 Budget of the Catskill Central School District and Catskill Public Library.
NOTICE IS HEREBY FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the ensuing year (the Budget), as prepared by the Board of Education, may be obtained by any resident of the District during the fourteen (14) days immediately preceding the Annual Meeting, commencing Thursday, April 28, 2022, except Saturdays, Sunday or holidays, during regular school hours 8:00 A.M. to 4:00 P.M., at the Office of the Superintendent of Schools, 343 West Main Street, Catskill, New York, at each school building and at each free association and public library in the District. The Budget and attachments will also be available on the District’s website. The real property tax exemption report will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as the District’s website.
NOTICE IS HEREBY FURTHER GIVEN that the following items will be presented to the qualified voters of the Catskill Central School District at the Catskill Senior High School Gymnasium on Tuesday, May 17, 2022, when the polls will be open from 1:00 p.m. to 9:00 p.m. for the purpose of voting, by voting machine:
A. To elect three members to the Board of Education:
Seat 1: 3 year term (July 1, 2022 through June 30, 2025) Currently held by Allan Couser
Seat 2: 3 year term (July 1, 2022 through June 30, 2025) Currently held by Patricia Dushane
Seat 3: 3 year term (July 1, 2022 through June 30, 2025) Currently held by Andrew Varone
B. To vote upon the appropriation of the necessary funds to meet the estimated expenditures for the Catskill Central School District purposes for the 2022-2023 school year (the Budget) and authorizing the levy of taxes necessary to pay the same;
C. To vote upon the appropriation of the necessary funds to meet the estimated expenditures of the Catskill Public Library for the 2022-2023 year and authorizing the levy of taxes necessary to pay the same;
D. To vote on the following proposition:
Shall the Board of Education of the Catskill Central School District be authorized to: (1) purchase maintenance and ground equipment and a school bus, at a maximum aggregate cost of $400,000; (2) expend such sum for such purposes; (3) levy the necessary tax therefor, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education taking into account state aid received; and (4) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $400,000 and levy a tax to pay the interest on said obligations when due?
NOTICE IS FURTHER GIVEN that the District has walk-in voter registration and any person can register to vote with the School District from 8:00 AM to 3:00 PM Monday through Friday on days when the District Offices are open, at the Board Clerk’s Office, 343 West Main Street, Catskill, New York, until May 3, 2022 for the Annual Meeting on May 17, 2022.
Any person shall be entitled to have his/her name placed upon the register provided that he/she personally appears and is known or proven to the satisfaction of the Board Clerk to be then or thereafter entitled to vote at the School District Election and Budget Vote. No person shall be entitled to vote whose name does not appear either on the register of this District or on the appropriate election district register of the Greene County Board of Elections.
NOTICE IS FURTHER GIVEN that the following classes of persons shall be entitled to vote at the Annual School District Election and Vote, to be held on Tuesday, May 17, 2022, without further registration:
- Any qualified voter who has previously registered for any annual or special district meeting or election and who has voted at any annual or special district meeting or election held or conducted within the four (4) calendar years prior to the preparation of the register,
- Any person registered with the Greene County Board of Elections who is qualified to vote at general elections, provided that they are so registered more than ten (10) days prior to the scheduled School District election.
The register of voters so prepared shall be filed in the Board Clerk’s office and shall be open for inspection by any qualified voter of the District on weekdays between the hours of 8:00 AM and 3:00 PM, prevailing time, on each of the five days prior to the Annual School District Election and Vote and in the polling place during the Annual School District Election and Vote.
NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education must be filed with the Board Clerk, by 5:00 PM no later than the thirtieth day preceding the School Election (Monday, April 18, 2022), in the form and manner prescribed by Section 2018 of the Education Law. Such petitions must be signed by at least 25 qualified voters of the District, must state the name and residence address of the candidate and the name and residence address of each signer. Petition forms may be picked up at the office of the Board Clerk during regular business hours, except Saturday, Sunday and holidays.
The order of names of candidates for the office of member of the Board of Education for appearance on the ballot will be determined by lot one day after the filing date, at 12:00 P.M. on Tuesday, April 19, 2022. The drawing will take place in the Board Clerk’s Office at the Superintendent’s Office, 343 West Main Street, Catskill, New York.
NOTICE IS FURTHER GIVEN that applications for absentee ballots may be obtained at the Office of the Board Clerk, 343 West Main Street, Catskill, New York. Applications for absentee ballots must be received by the Board Clerk at least seven (7) days prior to the election and vote (by May 6, 2022) if the ballot is to be mailed to the voter or the day before the election (May 16, 2022) if the ballot will be picked up personally by the voter at the Office of the Board Clerk. All qualified voters who meet the criteria for “permanently disabled” and are so certified by the Greene County Board of Elections will receive absentee ballots by mail. Absentee ballots must be received in the Office of the Board Clerk not later than 5:00 P.M. on the day of the Election and Vote, May 17, 2022. A list of all persons to whom absentee ballots shall have been issued will be available for inspection to qualified voters of the District at the Office of the Board Clerk during regular office hours, 8:00 AM to 3:00 PM, until the day of the Annual District Election & Vote. Any qualified voter may file a written challenge of the qualifications of any person whose name appears on such list stating the reasons for the challenge.
Military voters who are qualified voters of Catskill Central School District may apply for a military ballot by requesting an application from the Board Clerk. For a military voter to be issued a military ballot, the Board Clerk must have received a valid ballot application no later than 5:00pm on April 21, 2022. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application by mail, facsimile transmission or electronic mail. The School District will transmit military ballots to military voters on April 22, 2022. Completed military ballots must be received by the School District by 5:00 pm on May 17, 2022 in order to be counted.
AND BE IT FURTHER RESOLVED, that the Board Clerk is hereby authorized to amend the Notice of the Annual School District Public Hearing on the Budget and Annual School District Election and Vote from time to time, as in his discretion, such amendment maybe required;
AND BE IT FURTHER RESOLVED, that the Board Clerk shall cause the Annual Meeting Notice to be published four times within the seven weeks preceding the Annual School District Election and Vote, with the first notice to be published at least 45 days prior thereto, in accordance with Section 2004 of the Education Law.
